WHO IS RESPONSIBLE FOR ELECTRICAL SAFETY TESTING IN THE UK?
The 5th edition regulations place the responsibility of the maintenance and safety of electrical equipment in the UK on the Duty Holder, Owner of the electrical equipment. Duty Holders are required to carry out thorough Risk Assessments on all of their electrical equipment. The risk of the electrical equipment should be scored dependent on the level of risk involved with the use of the electrical equipment. This is based on several factors including the type of electrical equipment, The environment the electrical equipment is being used within, Who uses the electrical equipment for instance vending Machines in public places to power tools being used on a building site or electrical equipment provided by a Landlord to be used by their tenants.

What is your testing process?
Electrical Equipment testing includes a thorough visual inspection of the plug to ensure that it is wired correctly, that the fuse in use is the correct rating for the equipment, that all connection screws are tightened, that the flex gripper is present and secures the flex tightly and that the plug top is screwed back tightly and securely.
A full inspection of the entire length of the equipment flex. Checking for any defects such as lumps and soft spots within the cable. Also checking for any tears or splits in the cable length. Electrical tape along the length of the cable will often be masking faults in the cable. This is always removed to investigate.
Only once a thorough visual inspection is carried out will the electrical equipment be plugged in to the test equipment. A series of tests will then be performed on the equipment to ensure it is electrically safe. These tests are recorded and records kept as proof of your efforts to minimise risk.
These electrical safety tests in the UK are carried out in accordance with the Health & Safety at Work Act 1974 and the 5th Edition of the IET Code Of Practice for the In-service Inspection and Testing of Electrical Equipment published in September 2020.

How often is testing required?
The Risk Assessment score of the individual electrical item will determine the frequency of inspection, testing and maintenance of the equipment.
The Risk assessment may mean that electrical equipment that was previously tested on a yearly basis may not have to be tested so frequently. The Risk Assessment may also mean that high risk electrical equipment may have to be inspected and tested more frequently then every year.
Your Insurance company can also advise you on the frequency of inspection and testing of your electrical equipment. Your Insurance could become invalid if you do not have a regular, recorded program of inspection and electrical testing in place!

Microwave Leakage testing involves measurement of the radiation levels around the Microwave Oven unit using specialist Microwave detection equipment to ensure compliance with legal levels.

Portable appliance testing (PAT) describes testing the safety of electrical appliances and equipment. Visual inspection alone does not report the electrical risks and thus PAT testing is carried out. It includes examining the internal parts and wiring of the electrical equipment.

Yes. as per the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, property owners are expected to schedule electricity safety testing of all the electrical installations in their properties.
At least after every 5 years. However, if landlords suspect electrical risks, they can always hire qualified and licensed electricians to have a look at the problem on a need basis or after every year.
